§ 13.04.010. Work in the public way permit required when—Standards for work—Submission of engineering information.

    It is unlawful for any person to construct or reconstruct, make or alter any street, driveway, curb, sidewalk or excavation, or alter any opening, or to perform work of any kind within any existing or improved public way in the city that results in physical alterations thereof, or disrupts the normal flow of traffic, or to install any utilities or public or private improvements either underground or above ground, without a permit for the work.

    B.

    All physical alterations to the public way shall conform to the City of Longmont Public Improvement Design Standards and Construction Specification, and any other applicable design and construction standards. Persons desiring to perform work, as designated above, shall apply to the public works/water utilities director for a permit on forms furnished by the public works/water utilities director. The public works/water utilities director may require the filing of engineering plans, specifications and sketches for other than standard utility service taps and other minor installations, showing the proposed work in sufficient detail to permit determination of compliance applicable regulations and standards. When required, construction plans shall provide adequate information showing the location and extent of the work and adjacent public and private improvements, and shall comply with the guidelines in the City of Longmont Public Improvement Design Standards and Construction Specifications. The applicant shall provide four sets of construction plans for review. Included with the application shall be a traffic control plan conforming to the Manual on Uniform Traffic Control Devices. The applicant may need to obtain other permits, licenses or agreements from the city, such as a use of public places permit.

    C.

    To determine whether applications for permits under this chapter meet the requirements of this chapter and other applicable ordinances, the public works/water utilities director shall refer applications for such permits, except permits to work in the public way, to the directors of those city departments responsible for managing the affected city property for approval and comment on the terms and conditions of such permits. In responding to such referrals, department directors shall evaluate such applications on their anticipated effect on public safety and the operation of the affected city facility or operation.
