Upon the completion of any installation of electrical equipment that has been made under a permit other than an annual permit, it shall be the duty of the person, firm, or corporation making the installation to notify the chief building official having jurisdiction, who shall inspect the work within a reasonable time.

    B.

Where the city finds the installation to be in conformity with all applicable statutes, local ordinances and other rules and regulations, the building official shall issue to the person, firm, or corporation making the installation a certificate of approval, with duplicate copy for delivery to the owner, authorizing the connection to the supply of electricity and shall send written notice of such authorization to the supplier of electric service.
