To enforce this chapter, the city, and its officers, agents or representatives shall
have the right, at all reasonable hours and times, to examine and copy the books and
records of every provider subject to this chapter. They shall use these books and
records and copies only to enforce this chapter. Except under a court order, or in
connection with enforcing this chapter, they shall not divulge these books, records
or copies to any other person.
