§ 13.04.190. Public works/water utilities director decision—Guiding standard—Limit of authority.

The public works/water utilities director, in approving or disapproving the permit, shall have no authority to govern the conduct of applicants or other persons which has no relationship to the use, preservation or protection of the public way.
