§ 14.04.030. Director of public works and natural resources—Duties.

  • The water utility shall be headed by the director of public works and natural resources under the general direction of the city manager, who may make such rules and regulations as necessary to carry out the intent of this chapter. The director of public works and natural resources shall be responsible for the management, operation and maintenance of the water utility and for such other duties as may be delegated to the director by the city manager. The director of public works and natural resources shall have charge of all reservoirs, sedimentation basins, filters, pumps, intakes, pipelines and all appliances connected therewith, as well as all water mains, taps, the public portion of service pipes in the public right-of-way or easements, water meters, fire hydrants and all connections with water mains, and all machinery and appurtenances of the water utility, and the director shall carefully maintain and operate the same. The director shall have direction of the laying of all water mains, tapping of mains, installing of service pipes or other connections with the water mains and the regulation of the water supply to all fire hydrants and to all users of water. The director shall have charge and be responsible for all pipes, fixtures, plumbing material and other apparatus and appliances purchased by the city and kept and furnished to water consumers or used in making connection with the water mains, and shall keep account of all such material and the manner in which the same is used or disposed of.
