§ 14.04.170. System development fees—Determination of meter and service size.

  • A.

    The size of water service shall be determined by the chief building official based upon water main size, connected fixtures, equipment devices, area irrigated, and available water pressure. The city shall base the meter size upon the maximum safe operating capacity of the meter, according to the most recent version of the meter standards published by American Water Works Association, and the peak usage as determined from the adopted plumbing code.

    B.

    For small commercial and mixed use service, the city shall base the system development fee upon the size of one meter necessary to provide the anticipated peak usage, less fire protection, downstream of the meter. The city shall not allow the payment of fees for smaller multiple meters in lieu of the one single meter fee.

    C.

    For irrigation service, the city shall base the system development fee upon the size of one meter necessary to provide the anticipated peak usage downstream of the meter. The city shall not allow the payment of fees for smaller multiple meters in lieu of the one single meter fee.

    D.

    For multi-family service, the city shall base the system development fee upon the total number of units proposed for the entire project if the entire fee for all units in the project is paid with the initial certificate of occupancy for the construction of the first unit of the project. If the developer does not choose to pay the system development fee for the entire project initially, then the fee will be based upon the number of units for which the certificate of occupancy is being issued.

    E.

    The chief building official shall confer with the director of public works and natural resources, or the director's designee, concerning the sizing of meters and service lines for all small commercial, mixed use and irrigation user classifications. Where the meter size is smaller or larger than the service line size, the water service size shall be considered equal to the water meter size, and there shall be installed adjacent to and upstream of such meter a pipe of the same diameter and 20 times that diameter in length. If, for any reason, the water service size is inadequate to satisfy the water demand, the service line including tap and/or meter shall be increased at the expense of the owner to the size as determined above, and the owner shall pay the difference in cost entailed on the new basis, including meter costs and system development fees as applicable.

    F.

    The city will not refund any previously paid system development fees on existing services should the owner, for any reason, decide to reduce the size or number of meter(s) or tap(s), or change the customer user classification for which the system development fee was originally paid.
