The notice provided for in section 13.08.010 shall be served by the director of public works by leaving a copy of the same with
the owner, agent or occupant at his or her usual place of abode in the city. But,
if such owner is a nonresident of the city and has no known agent or occupant residing
within the city, or is unknown to the director of public works, the notice shall be
given by publication, in one of the newspapers at that time published in the city,
for a period of at least ten days, and a copy of such paper shall be mailed to the
last known address of such owner. The original notice shall in all cases be filed
by the director of public works in the office of the director of finance with a return
thereon in writing showing the manner in which it has been served.
