§ 13.08.040. Improvement by city—Upon expiration of notice.

After the expiration of the time mentioned in the notice described in section 13.08.010, service having been had in the manner provided in section 13.08.030, if the owner of any lot or part of a lot required to be improved fails to make such improvement, it shall be the duty of the director of public works, acting under the direction of the city council, to make the improvement, the expense thereof to be paid out of the general fund of the city.
